In 1893 and 1894 he was a member of, andlatterly chairman of, the board of park commissioners ofthe city of Boston. In 1895 and 1896 was a member of theMassachusetts senate; and was elected to the fifty-fifthcongress as a republican.

Richest Man in Congress
The richest man in the house of representatives of theFifty-fifth congress is Charles Francis Sprague of theEleventh Massachusetts district, and he has distinquisedhimself by moving his personal effects from Boston toWashington in a special train of nine cars. The fortune ofthis Dives of congress is estimated at $7,000,000. Mr.Sprague was born in Boston about 40 years ago on the veryridge which marks the summit of Beacon Hill. He comes froman old Plymouth family, and his father was Judge Sprague,who died in 1880.

Ex-Congressman Sprague Dead
Providence R. I., Jan. – Hon. Charles F. Sprague,former congressman from Massachusetts, died at Butlerhospital here, this forenoon of general paralysis, after anillness of over two years. Since his arrival at thehospital last July from a Massachusetts institution, thecharacter of his illness, which rapidly became chronic andprogressive, left little or no hope for recovery.

Massachusetts ex-Congressman Was Richest Man in House ofRepresentatives and Prominent in Boston Society

BOSTON, Jan. 30.--Charles F. Sprague, ex-Congresman fromthis district of Massachusetts, died to-day at the ButlerSanitarium, in Providence, where he had been undertreatment for a mental disorder since last July. Beforethe close of his term in the House of Representativessymptoms of brain trouble were noticed, but he was able todischarge his duties until his tem expired.
It was thought then that travel would restore his health,but a trip to Europe brought no favorable result, and onreturning to his home Mr. Sprague went to the McCleanHospital at Waverly for treatment. Later he was taken tothe Butler Asylum at Providence, where his case waspronounced hopeless.
Charles F. Sprague was born in Boston June 10, 1857. Hewas educated in the Boston schools and fitted for Harvard,entering the class of '79. After graduation he entered theHarvard Law School, and was admitted to the Suffolk bar in1881.
In 1893 he became a member of the Park Commission byappointment of Mayor Matthews. During the last years ofhis service on the board, the greater part of which he wasthe Chairman, many important lawsuits were settled out ofthe courts, and the work of park construction was pushedrajpidly forward.
In 1894 Mr. Sprague was elected to the State Senate fromthe Ninth Suffolk Distict, serving in the session of 1895on the Committees on Metropolitan Affiars, FederalRelations, and Constitutional Ammendments. The next year,in the same body, he was the Chairman of the Committee onMetropolitan Affairs and a member of the Committees onConstitutional Ammendments, Education and Libraries.
Previous to running for Congres Mr. Sprague resided onAllandale Street., in Ward 23, but in 1896 he was assessedas a citizen of Brookline. In 1896 he erected a veryhandsome new residence only a few hundred feet distant fromthe one he had occupied for a few years previous. Theestate is one of the finest in Brookline.
Mr. Sprague married Miss Anna Pratt of Broooklne, who, asgranddaughter of the famous William F. Weld, inherited afortune of $20,000,000. Her mother was Mrs. George L.Pratt, daughter of Millionaire Weld. When Miss Pratt's$20,000,000 was joined to the fortune of Mr. Sprague itmade him the richest man to sit in the halls of Congress.
