From 1 Feb 1917 article in Winnipeg Free Press about FrankE Sprague's acclamation as Councillor for Fort Garry Wardbeing contested. His contention was that he was acclaimed(for the second time) before the Order in Council waspassed that required Councillors to live in the wards theyrepresented. Further it was pointed out that 95% of therate payers of the ward don't live there. [3]
